The deputy state secretary of the Security Council has been inducted into the KGB board. It's not known who it is. But it's not important, noted in a commentary "Belsat" political observer of "Radio Liberty" Valeri Karbalevich. It is important that the control over the KGB is being strengthened.

Alexander Lukashenko signed a decree on July 23, changing the list of those who are on the board of the State Security Committee. The decree was officially published on July 25. The deputy secretary of state of the Security Council, in charge of state security agencies, was added to the board.

Maybe it is Alexander Neverovsky? He was recently mentioned in state news as deputy state secretary of the Security Council, and he is a former KGB worker.

It is not so important who it is, says Valery Karbalevich. The issue is not the surname, but the principle: the KGB board is not a specific person, but a position, the person in which can be changed.

"I understand it as a strengthening of control over the KGB by such a coordinating body as the Security Council," says Karbalevich. - In Belarus, the heads of all security agencies are subordinate to Lukashenko, directly appointed by him. And here we see such an attempt of a fork".

"The Security Council is a structure that coordinates the activities of other structures. In order to strengthen this coordination, the KGB has appointed a person to monitor it. A person a little bit on the side, who reports to another chief, but will watch the work of the State Security Committee. This is such a doubled and tripled control for the sake of making sure that the power structures cannot get out of control."

Karbalevich notes that Belarus has two bodies called the Security Council. One is the political body that would gain power if Lukashenko is assassinated; it includes the heads of all security agencies, the prime minister and a number of ministers, and the heads of the houses of parliament. The second is the technical body, which is now headed by Alexander Wolfowitz. This second body tries to coordinate the work of the power structures in an operational mode. The above is about the second body: a member of the KGB Collegium will be Volfovich's deputy.

The KGB Collegium is not an exclusive phenomenon for the KGB, it is a collective advisory body under the head of the committee, Karbalevich continues. Every ministry has its own collegium, the KGB is no exception. Usually the board consists of the head, deputy and heads of departments or directorates.

Is Lukashenko afraid that "wars" between security agencies will start? Can a fight between, for example, the KGB and the Investigative Committee start now?

Conflicts between departments are a normal phenomenon for any structure, answers Karbalevich. There have been conflicts, for example, between the police and the KGB, when they wiretapped each other and arrested each other.

"Conflicts between agencies only benefit Lukashenko," says Karbalevich. - To solve problems they go to whom? Who is the chief arbiter, who is the chief judge? It's Lukashenko himself! This situation is good for him. The bad situation is when the law enforcers will start to unite, start to group together.

"This situation is very dangerous for an authoritarian ruler in such a non-democratic system. That's why Lukashenko creates such control, when some agencies monitor others and then bring compromise one against the other. This is an ideal system for an authoritarian ruler!".
