He won't get any more money from the Kremlin.

Minsk is negotiating with Moscow on the possibility of refinancing the loans received earlier and obtaining new loans, Minister of Finance of Belarus Yuri Seliverstov told reporters the other day after the talks between the delegations in Gorno-Altaisk.

- At the meeting with the Russian colleagues the widest range of topics was discussed, including attraction of financing, refinancing of old debts, attraction of new financing both for investment projects and for some unrelated financing," BelTA quotes the words of the head of the Ministry of Finance.

But not everyone shares the optimism of the Belarusian authorities. In the air of "Ordinary Morning" Doctor of Economics Igor Lipsits called the prospect of Minsk receiving Russian money "doubtful."

- There's nowhere to give, Russia itself is now left without money," says the economist. -"It has, as they say, no money in the budget. On the one hand, oil and gas revenues have fallen in Russia, on the other hand - the ruble is too strong and therefore very small ruble equivalents of foreign currency revenues of exporters.

According to Lipsitz, it is not possible to improve the situation for several reasons.

- The price of oil is falling and is not going to rise. "Rosneft" has planned its activity plan for the next year based on the price of 42-43 dollars per barrel. You can't get rich at that price. So, in this sense, no big increase in budget revenues is expected.

On the other hand, the ruble should be devalued, but it is not very clear how.

- Nobody wants to buy currency, because it is unclear whether you will be able to dispose of it freely. The Russian government is like that, it always wants to restrict something. Today they introduced criminal penalties for cryptocurrency, and tomorrow they will introduce criminal penalties for currency. How can we buy it? Russians don't want to buy currency," states the economist.

From all this we can draw a quite unambiguous conclusion that Russia will not find money for its "ally" in the near future.

Igor Lipsits also sees no possibility to "share" Russian oil reserves, as Lukashenko asked not so long ago.

-You know, one such subtle problem: sharing brotherly - it's a holy thing, of course. But where is the money for oil? An oil company is a private company. If you extract oil, you can refine it into gasoline, diesel fuel, sell it in Russia, at least you will get something.

- But if you give it to Belarus, you will get nothing. And you have to pay wages to the workers every month, otherwise you will be criminally penalized. So, of course, oilmen are patriots, but even patriots like money.

And the Russian economist does not even doubt that Lukashenko is not going to give any money to any oilmen, emphasizing that it has always been so.

- Some obscene hypotheses: that Belarus should pay money.... It's called acting according to the logic: "Yes, he's a son of a bitch, but he's our son of a bitch," concludes Igor Lipsits.
