The Secretary General confirmed that Article 5 of the NATO treaty was taken as a basis.
NATO Secretary General Mark Rutte made a statement on security guarantees for Ukraine following a meeting in Washington between Ukrainian President Vladimir Zelensky and U.S. President Donald Trump. According to Reuters, he said on Fox News that Ukraine's membership in NATO was off the table, but that "Article 5"-type security guarantees were being discussed.
"The situation is this: the United States and some other countries have said they are against Ukraine's membership in NATO. The official position of NATO ... is that there is an irreversible path for Ukraine to NATO," Rutte said.
At the same time, he emphasized that what is being discussed now is not Ukraine's NATO membership but security guarantees for Ukraine along the lines of Article 5, "and it will now be discussed more specifically what exactly they will mean."
Article 5 of NATO's founding treaty enshrines the principle of collective defense, according to which an attack on any of NATO's 32 members is considered an attack on all of them.
Rutte said Ukraine could also be given security guarantees from different countries.
"This is not limited to NATO - similar agreements exist between many nations around the world, for example the US has them with South Korea and Japan. Ukraine after the end of the conflict will have the right to conclude its own security agreements, and now there is coordination with European and non-European partners to create such guarantees," he added.
At the same time, according to Rutte, the strongest guarantee of security for Ukraine is the presence of a powerful army.
He also reminded that the United States now sells Ukraine weapons, and European countries through NATO help purchase and supply. This allows Ukraine to provide itself with the necessary weapons, while strengthening its defense capabilities and integration with international security systems.
