The main addressee of the message is not Medvedev at all.
US President Donald Trump has announced that he is sending two nuclear submarines to "appropriate regions" in response to Moscow's provocations. According to The Times, the announcement is not unusual in a security context, as US submarines regularly move into areas close to Russia, especially during periods of heightened tension.
What is unusual, however, is the very fact of the announcement, which has two purposes:
to demonstrate that Trump is a man of action, and to send a signal to Russian leader Vladimir Putin.
"Action is important for Trump as the most spectacular president of modern times, whose style, which has become a familiar one, is to respond forcefully to provocation," the publication notes.
The article emphasizes that while Trump was in fact responding to former Russian President Dmitry Medvedev's threats, it is by no means Medvedev who is the real recipient of the message.
"It is President Putin, whom Trump increasingly criticizes but remains wary of irritating directly because he still believes in their friendship and good working relationship. This is clear because Medvedev's post was published on Monday, while Putin rejected Trump's peace ultimatum about an hour before his post on Friday."
The Times points out that Trump considers himself an experienced negotiator, so his reference to "nuclear submarines" was vague to cover different types of vessels.
Although the Americans have 71 nuclear submarines, 14 of them are Ohio-class ballistic missile ships capable of carrying up to 20 Trident II missiles, which can be equipped with nuclear warheads. Eight to 10 of these nuclear-armed submarines patrol waters around the world at any given time.
"The White House believes Putin will realize that Trump's 'underwater diplomacy' is not a provocation - the navy's mission is deterrence, not a first strike - but a warning that Trump does not want Medvedev's only post to signal a return to nuclear weapons rattling," The Times writes."
