US Stops Sharing Intelligence On Russia-Ukraine Talks

U.S. Director of National Intelligence Tulsi Gabbard has issued a directive that forbids Washington's allies from sharing information about peace talks between Russia and Ukraine.

Sources say the July 20 memorandum signed by Gabbard instructed her not to share information with the Five Eyes intelligence alliance. The alliance, which was created after World War II and includes five countries: the United States, Britain, Canada, Australia and New Zealand.

Officials said the directive categorized all data related to the volatile peace talks between Russia and Ukraine - as "NOFORM" (not to be shared abroad).

That means no information can be shared with other countries or foreign nationals. Only information that has been previously published can be disseminated.

The memorandum also restricts the dissemination of materials that relate to the peace talks to agencies that have produced or provided intelligence.

At the same time, the document does not appear to prevent the sharing of diplomatic data collected by means other than U.S. intelligence, nor does it prohibit the sharing of military intelligence unrelated to the talks. Among such is information the U.S. shares with the Ukrainian military to support defensive operations.

"One of the reasons for this kind of default is the expectation that we and the other four are sitting on one side of the table and some other adversary is on the other side," explained Steven Cash, a former CIA official.

He added that it is important for allies to have a "common intelligence picture" so that politicians and negotiators "can coordinate their positions and make the best possible deal or fight the best possible war."
