The Kremlin is trying to downplay the role of Russian Security Council Deputy Chairman Dmitry Medvedev in the decision-making process in the aggressor country of Russia.
This is said in a new August 4 report from the Institute for the Study of War (ISW). According to analysts, the Kremlin wants to conceal the role Medvedev plays in Russian dictator Vladimir Putin's information campaign against the West.
The ISW experts drew attention to a statement by Kremlin regime spokesman Dmitry Peskov on August 4, who claimed that Russian officials, including Medvedev, have different views of the situation around them, but that Putin determines the country's foreign policy. However, analysts say, Peskov's attempt to separate Medvedev's views from those of Putin does not jibe with the fact that the Russian dictator and other officials in his inner circle have themselves repeatedly done the same thing - rattling nuclear weapons while threatening the West.
The ISW expressed the belief that Medvedev does not make decisions in Russian foreign policy, but that his statements are likely "part of the Kremlin's coordinated information strategy."
Putin, the analysts emphasized, could censor Medvedev's statements if he so desired, but his aggressive statements "serve a specific purpose for Putin." Against the backdrop of Medvedev's rhetoric, the Russian speaker's statements sound more moderate and constructive to the West. Putin thus has more room to make more demands or threats.
The statement that Peskov made on August 4 is an attempt to conceal that the Kremlin probably not only approves but also encourages that Medvedev is using his social media accounts to make anti-Western statements, ISW stated.
