Yaroslav Nilov, head of the State Duma Committee on Labor and Social Policy, said in a commentary to NEWS.ru that foreign workers at such strategic enterprises as the Perm Gunpowder Factory could pose a security threat. According to him, it is worth checking whether they are legally employed and whether their documents comply with migration requirements. He stressed that the presence of foreigners at sensitive facilities can create risks, including the leakage of sensitive information.

Nilov linked the attraction of migrants to the acute shortage of qualified personnel: young specialists, as the deputy pointed out, are often mobilized, and it is difficult to find a replacement, so the management of the plants resorts to the help of migrant workers.
