The official said the fly-in of Russian fighter jets on the Estonian island of Vaindlo is a typical phenomenon, but such violations do not usually last that long, he said.

"It is hard to imagine that it was unintentional," the official said on condition of anonymity.

Meanwhile, Jakub Godzimirski, a professor of Russian security policy studies at the Norwegian Institute of International Relations, believes the incident could have been a test, but he also suggests at the same time that it was "purely accidental."
