Ukraine And EU Extend 'transportation Visa-free Zone'

Why it matters.

Ukraine and the European Commission have agreed to prolong the agreement on liberalization of freight transport for another 15 months. This is reported on September 25 in Facebook of the Ministry of Development of Communities and Territories of Ukraine.

The "transport visa-free zone" will be valid at least until March 2027.

This means that Ukrainian carriers and carriers of the European Union in the future will not need special permits for bilateral and transit transportations, the Ministry said.

According to the Ministry of Development, the prolongation of the agreement is important because:

automobile transport provides the lion's share of exports and imports;

the turnover of goods by road transport has increased by dozens of percentage points during the term of the agreement;

the "transport visa-free zone" guarantees stability of logistics and development of Ukrainian business.

According to Vice Prime Minister for Reconstruction - Minister of Community and Territory Development Alexei Kuleba, during the period of the "transport visa-free zone" the specific weight of trade between Ukraine and the EU by road transport has increased by almost 55%.

"And this is a direct positive impact of our agreements on the economy of both sides," Kuleba added.

The extension of the agreement was supported by the majority of EU member states, the Ministry of Development informed.

"The prolongation of the agreement does not provide for the introduction of updated rules for its implementation. As before, carriers from Ukraine and EU countries must comply with the norms of liberalization of transportation. In particular, it is about marking of trucks, availability of license and documents for cargo," the report said.

Ukraine within the framework of prolongation of the liberalization agreement has pledged to further implement regulation in the field of road transport, which corresponds to the European integration commitments. Thus, by the end of 2026 Ukraine should implement key provisions on business reputation of companies, use of smart tachographs, training of managers-administrators of transport companies.

After July 1, 2026 new trucks registered in Ukraine should be equipped with smart tachographs, the Ministry of Development noted.
