Moscow continues its aggression by arbitrarily interpreting Article 51 of the UN Charter.
Russia's invasion war against Ukraine proves the inability of the UN to fully fulfill its functions.
Japanese Prime Minister Shigeru Ishiba said this during his speech at the UN General Assembly session in New York, RBC-Ukraine reports with reference to "Ukrinform".
The head of the government said that the Security Council works ineffectively and the most obvious example of this is Russia's aggression against Ukraine.
"A permanent member of the Security Council, which is entrusted with special responsibility for international peace and security, has invaded its neighbor. This destroys the foundations of the international order," the Japanese prime minister said.
He also recalled that the adoption of Security Council resolutions is blocked by veto, and General Assembly resolutions calling for the withdrawal of Russian troops "are adopted but not implemented."
In addition, Ishiba emphasized, Moscow continues aggression, arbitrarily interpreting Article 51 of the UN Charter, and justifying the invasion of Ukraine with the alleged right to collective self-defense.
In view of these facts, the head of the Japanese government called for urgent reform of the UN Security Council. In particular, he proposes to expand the list of permanent and non-permanent members.
"Although the number of UN members has quadrupled, the number of permanent members has remained unchanged since the founding of the Organization. At the same time, only increasing the number of Council members is not enough. The veto power of permanent members must also be addressed," Ishiba concluded.
