Brussels is thinking about how to override Hungary's veto.
The European Union is preparing to start technical work on Ukraine and Moldova's accession to the bloc despite Hungary's long-running blockade of negotiations moving forward, the Financial Times reported, citing officials familiar with the process.
According to the newspaper, the European Commission has proposed adjusting its own rules to circumvent Hungarian Prime Minister Viktor Orban's veto, starting technical work in several clusters.
EU leaders will discuss the issue on Wednesday, October 1, at a meeting in Copenhagen, and will be joined the next day by leaders of neighboring countries, notably Ukraine and Moldova.
Vice Prime Minister for European Integration Taras Kachka said Kiev hoped to persuade Budapest to allow the talks to continue, given that a final decision on Ukraine's EU membership requires unanimity and is a "profound political issue."
Kachka hopes that he can convince Budapest to "correct" its position, but admitted that he is "actually more optimistic than many other people".
At the same time, a senior Moldovan official said that Chisinau is also in talks with the European Commission and supports the continuation of technical work without a formal decision on the opening and closing of the clusters.
