October 1, Belarus will introduce changes in the calculation and payment for housing and communal services. One of the novelties concerns those, who got into the database of "deadbeats. This was announced by deputy head of the Economics Department of the Ministry of Housing and Communal Services Anastasia Malinovskaya at a press-conference on September 4.
"If today and, accordingly, until October 1, 2025, the charge for residential premises belonging to citizens not employed in the economy is calculated first of all in the case if such citizens are registered in the apartments belonging to them, and in proportion to the number of citizens, - said Anastasia Malinovskaya. - That is, regardless of how many citizens live with him.
The representative of the Ministry of Housing and Communal Services gave an example for clarity. Thus, an apartment of 60 square meters belongs to a person who is not employed in the economy. In addition to the owner-"dependent" in it are also registered two more people who are not considered not employed in the economy. Now in such a case, the owner-"deadbeat" pays full rates for heating, hot water and gas, while the others are subsidized.
"But from October 1, 2025, if a citizen is included in the list of citizens not employed in the economy and he is the owner of apartments (regardless of their number - one, two or more), then economically justified tariffs will be applied to all apartments, to the entire volume of consumed services of heating, hot water supply, water heating and gas supply," - said Anastasia Malinovskaya.
