Ukraine Prepares To Cancel Deferment For Male Students

It's radical, but necessary.

The Ukrainian parliament is waiting for the second reading of a bill that provides for changes in the mobilization rules for men aged 25 and older. Students who receive higher, pre-university or vocational education, may cancel the deferment.

In the Committee on security, defense and intelligence of the Verkhovna Rada of the Verkhovna Rada final approval of the people's deputies is waiting for the bill, which may limit the right to deferment for men over 25 years old. This was told on the air of the telethon by the Chairman of the Committee on Education, Science and Innovation Sergey Babak, reports TSN.

The document says that male applicants to enter educational institutions will no longer have the right to deferment.

"This is radical enough, but it must be done if we are talking about the security of our country," the parliamentarian said.

The parliamentarian noted that before the full-scale invasion, about 30,000 men over the age of 25 studied in the Ukrainian education system on average. And in September 2025 there were already 250 thousand such students, that is 8 times more.

The MP emphasized that the state cannot limit the right of a person to receive education, but is going to check how people actually study. He noted that the Education Quality Service conducted a large number of inspections, as a result of which almost 50,000 people were expelled from educational institutions, who in fact only formally studied, hiding from the draft.

Serhiy Babak said that in addition to students, the management of educational institutions was also checked. Eight criminal cases on mass recruitment of people have already been opened," he said.
