Ukraine Accuses Russia Of Crimes Against Humanity

Because of the energy strikes in the middle of winter.
The Security Service of Ukraine has collected evidence base confirming that the Russian strikes on the energy infrastructure are a targeted policy that has signs of crimes against humanity. The Ukrainian security service reported this in its Telegram channel.
According to the SBU, 256 air attacks on energy and heating facilities have been documented since the beginning of the heating season. Since October 2025, 11 hydroelectric power plants, 45 large thermal power plants, 49 thermal power plants and 151 electrical substations in various regions have been hit. The attacks, according to the agency, were carried out using Iskander, Kalibr, Kh-101, Kh-69 missiles and Geran (Shahed) drones. The SBU qualifies these actions under Article 442-1 of the Ukrainian Criminal Code ("crimes against humanity"), noting that they are primarily aimed at destroying Ukrainians.
As The New York Times writes, this winter's strikes on Ukraine's energy infrastructure have become the most destructive of the entire war. The Kremlin has changed its strategy and focused on isolating and destroying power supplies to Kiev, Odessa and Dnipro, hoping to undermine the morale of the population and force the Ukrainian authorities to make concessions, the publication notes. At the same time, the majority of Kiev residents, with whom the NYT managed to talk, believe it is necessary to continue resistance.
The Ministry of Energy of Ukraine, meanwhile, reports about new consequences of the attacks. On the night of January 15, the strikes caused blackouts in Zhytomyr and Kharkiv regions. In Poltava and Sumy regions in the morning of the same day emergency shutdowns were introduced due to the difficult situation in the energy system. The most difficult situation remains in Kiev and Kiev Region, where emergency, rather than scheduled shutdown schedules are in place. According to DTEK, most of the time the capital will remain without light for the time being.
Also, as a result of the January attacks on the capital's largest CHPP-5 and CHPP-6, half of Kiev was temporarily left without heat, and about 400 houses still have no heating. Repair work is being carried out around the clock, but is complicated by fighting and weather conditions.
