Rosatom Top Manager Detained On Charges Of Financing The AFU

What is known.

Law enforcers have detained Mikhail Scherbak, director of capital construction at Atomstroyexport (ASE), the management company of Rosatom's engineering division. This, as Interfax reports, was reported by the state corporation, adding that they are assisting the investigation. According to Shot, which did not disclose the source of the information, the top manager was suspected of financing the Ukrainian army.

Scherbak until 2007 held the post of the deputy head of the administration of the closed city of Sarov, where the Russian Federal Nuclear Center, which develops nuclear, thermonuclear and other types of weapons, is located.

After that, the official began working at Atomenergoproekt (another division of Rosatom) in Nizhny Novgorod, where he was in charge of organizing the construction of nuclear power plants. Both Atomstroyexport and Atomenergoproekt design and build large-capacity nuclear power plants.

Another top Rosatom executive - the director for capital investments, state construction supervision and state expertise Gennady Sakharov - was arrested in 2024 on charges of a particularly large bribe. In May-2025, the court sentenced him to 12 years in prison.

According to the indictment, the former head of the state corporation's division received a bribe from the first deputy general director of Orgenergostroy Elguji Kokosadze, who in turn was sentenced to eight years in prison for bribing Sakharov. According to the latter, he received money from the businessman "for consulting in the implementation of contracts" concluded with organizations subordinate to Rosatom.
