In 2025, oil pumping at Russian refineries has reached its lowest level since 2010, falling to 228.34 million tons, Kommersant reports.

According to the media, the drop in pumping is allegedly due to unscheduled repairs at refineries after a "queue of external impacts" in the second half of 2025.

From August to November 2025, refineries received a total of 85.9 million tons of oil against 90 million tons in the same period of 2024. It was during this period that "the majority of incidents" at Russian refineries were recorded. This probably refers to Ukrainian drone attacks on oil refineries.

According to Argus analysts' estimates, oil shipments to Rosneft, Russia's largest refiner, decreased most noticeably in 2025. The company's refinery load decreased by 7.8% to 70.76 million tons. Other Russian oil companies slightly increased pipeline shipments to their refineries.

According to the publication, export restrictions could also have a negative impact on refinery utilization. In September 2025, the government banned gasoline and diesel exports for all market participants.

Regular attacks on Russia's oil and gas infrastructure began as early as 2024, but they have increased since August 2025. At least 77 facilities were hit between August and November, nearly double the number of attacks in the first seven months of 2025.
