Lukashenko once again spoke about the "difficult situation" in the deeply unprofitable Vitebsk region. The former Belarusian Ambassador to Russia Alexander Rogozhnik was sent there as governor to strengthen it. Why the problems of the region are not solved by the change of chiefs, quotes the words of economist Sergei Chaly "Salidarnasts".
-"Lukashenko's last personnel day was very revealing," says the analyst in his author's program on the BRC channel. - Nothing speaks so much about the thoughtfulness and systematic nature of the personnel policy as what happened on January 15. When just a couple of days ago the Ambassador of Belarus to Belarus was received with a report, and then - oops - this person was sent to the governor of Vitsebsk voblast.
At the same time, "for Vitsebsk people," an explanation was heard: it's not an emergency, but the region needs "some breakthrough," a fresh look and so on.
And then, the analyst reminds, Lukashenko started his old mantra that the country can easily do without products, especially agricultural products from Vitebsk. Because God willing, the country can sell and consume everything else that the country has produced. It would seem that the solution has been found - don't produce.
But Vitebsk region is a part of our country, added the ruler, good people live there, especially since "huge resources are concentrated there.
- It's a classic effect of dead costs: we have done and invested so much there, so the results should break through at some point," commented Chaly. - That's why Lukashenko hastened to assure that these are not the talks of the authorities about "forgetting our northern region" and letting everything go to waste.
Although by the meaning it seems that these thoughts were considered.
If you want to save agriculture, you need to appoint a specialist in agriculture. The analyst notes that the new head of the region should do "something", take a "new look" at the region, and without hesitation, not to think, but to act right from today. They say that they will not interfere, only help - you are the one who should take the cards in your hands. But it is not clear what the ruler wants, what specific actions he demands from the new appointee.
- In the spirit of "do not allow the death of young animals: distribute them in the yards, do whatever you want, but it is necessary to protect the future of your salaries and incomes". Very specific, really - do whatever you want, but to be as I want, - emphasizes Chaly. - As they call it, I don't know how, but do it.
Later, however, Lukashenko did name what he sees as the priority tasks of the governor of Vitebsk region. And, oh wonder, it was agriculture, in which "industrialist" Rogozhnik is not too strong: construction of dairy complexes, complexes for fattening and reproduction of cattle, as well as pigs.
- But we have built a lot of complexes, Lukashenko complains, and they are not filled with good cattle - why did we build them? And from whom do you ask? You wanted these complexes yourself," Chaly clarifies.
- And now the "tasks have been completed": the complexes are there, and you can do whatever you want with them, but to make them yield results. At the same time Lukashenko comes back again and again to the fact that make me as it was in the Soviet Union, it can't be destroyed. Well, let's go back to subsistence farming at the level of the regions - why not?
Although during the last year he had many similar meetings about what to do with Vitebsk region and the complexes that the authorities have created there.
And every time it is presented as if it was not him who made the decisions, as if he himself had a rush under the tail, but the officials made the project, somehow executed it - and the result is such that it cannot be shown not only to the people, but to anyone at all.
