Thousands Of Russians Live Without Heating In 20-degree Frost For Almost A Week

The accident happened back on December 30.

In the Trans-Baikal Territory of the Russian Federation as a result of a pipeline accident, which occurred back on December 30, 2025, three thousand residents of Atamanovka settlement in Chita district remain without heating, ZabNews reports with reference to the data of the Investigative Committee of the region. Night temperatures in the region are dropping below -20 degrees Celsius. According to the regional prosecutor's office, in the settlement, where about 11 thousand people live, the emergency mode of municipal character was introduced. Employees of the department are working on the site, assisted by specialists of the State Housing Inspection of Transbaikalia, writes The Moscow Times.

The burst pipe with a diameter of 400 mm in the settlement occurred on Tuesday evening, when the air temperature was -29 degrees Celsius (-33 at night). At least 39 apartment buildings (about 2,500 people), as well as a school and two kindergartens were left without heat on New Year's Eve, the Emergency Situations Ministry said. The repair in the form of replacing a ten-meter section of the highway was scheduled to be completed on Wednesday afternoon. However, later in Atamanovka, power outages also began, as the residents left without heat began to turn on electric heaters, which led to an overload of the power grid.

The Investigative Committee opened a criminal case under the article on negligence (part 1 of article 293 of the Criminal Code of the Russian Federation). The regional department of the Investigative Committee of the Russian Federation took control of the investigation and establishment of the causes of the accident. According to the investigators' version, the cause of the accident is improper performance by officials of their duties in preparation for the heating season. The accident left 3,000 residents of Atamanovka without heating, the IC release said.

The head of the Ministry of Housing and Utilities of Transbaikalia and the management of the resource supplying organization, as well as the governor Alexander Osipov came to the village against the background of the emergency.

By January 3, complaints of Atamanovka residents about the lack of heat continued to come in mass. Local authorities asked people not to drain the water "to stabilize the heating network" and normalize the pressure in the system.

On Sunday, the deputy head of the Zabaikalye government Alexei Goncharov said that Atamanovka was adjusting heat supply systems in apartment buildings.

Horizontal Russia noted that since the start of the 2025/2026 heating season, at least 123 incidents of heat disconnection in residential buildings had been recorded in Russia by mid-December. Most of such incidents were recorded in the Sverdlovsk (12 cases), Rostov (8 cases) and Irkutsk (5 cases) regions.

According to the Russian Ministry of Construction, the wear and tear of utility networks in the regions ranges from 40 to 80%, and in annexed Sevastopol - over 90%.
