NATO Secretary General Talks About 'three Levels' Of Security Guarantees For Ukraine

NATO Secretary General Mark Rutte believes that the main purpose of the security guarantees that will work after the ceasefire is to raise the price of a possible new attack on Ukraine for Russia.
He said this at a press conference in Kiev, European Pravda reported.
The secretary-general declined to comment on the substance of the Financial Times publication on the agreed principles for Ukraine's security, although he acknowledged that he had read it.
He confirmed, however, that the agreements now "talk about security guarantees that have three levels."
He said the first level of guarantees is a "strengthened Ukrainian army" that will be supported by partners' funding. "It will obviously be the first line of defense if the Russians decide to attack Ukraine again. And we all feel an obligation to make sure that the Ukrainian army is ready to defend itself," the secretary-general said.
The second level, Rutte noted, is a "coalition of the determined," "which the French and the British have put together." He refrained, however, from specifying how it would act in the event of an attack, only noting that the coalition's goal is not only to ensure that the Ukrainian army has everything it needs, "but also to guarantee other steps."
"And the third level is the United States, which said in the summer that it wants to join," the secretary general concluded his explanation.
All three levels should together provide the amount of deterrence needed to give confidence "that there will never be another Russian attack again."
"I won't comment on the information
