Zelensky Instructed To Develop A New Defense Plan For Ukraine

The structure of the country's defense plan, in place since 2020, was deemed outdated.

Ukrainian President Vladymyr Zelenskyy has approved an updated structure of the country's defense plan, according to a decree on the head of state's website.

The text of the structure has not been published, it has a "for official use" stamp. According to it, the government together with the Security Service of Ukraine, the Foreign Intelligence Service and the National Bank will have to develop a defense plan for Ukraine. After that, the document will be submitted to the National Security and Defense Council for consideration.

The previous structure, which was in effect from 2020, has been recognized as invalid. The same applies to two more documents with the "for official use" stamp.

Zelensky in November 2025 spoke about the need to update Ukraine's defense plan and basic security documents taking into account the experience of combat operations. He instructed Denis Shmygal, who then headed the Defense Ministry, to prepare relevant proposals for the Cabinet of Ministers. Shmygal has been in charge of the Energy Ministry since January, and Mikhail Fedorov replaced him as head of the military ministry.

Zelensky said he expected Fedorov to close deficits in defense funding and improve financial support for the military on the front lines.
