Members of electoral commissions are divided into mysterious “workgroups”

It is concealed, what groups and who is involved.

A human rights defendant Uladzimir Tselyapun directed a written request to the name of the Chairman of the Mazyr Executive Committee, in which he asks to show the decision on formation of a “workgroup”, which considered candidacies of people to be included into district electoral commissions.

On November, 2 the Mazyr District Executive Committee held a sitting on formation of district electoral commissions of the region chaired by Uladzimir Dvornik, at which a human rights defendant Uladzimir Tselyapun was present. The speaker – head of organizational and personnel work of the District Executive Committee and at the same time a secretary of a Territorial Electoral Commission Veranika Baikova alluded in her speech to the fact that all the documents concerning the nomination of representatives to be included into the district electoral commissions submitted to the Executive Committee had been examined and discussed by a “workgroup”.

It became known from her words that exactly this “workgroup” had prepared the decision of the District Executive Committee concerning the structure of district electoral commissions of Mazyr region. The document was distributed before the sitting. Members of the District Executive Committee were not discussing candidacies of people to be included into the district commissions at this sitting.

“The decision on formation of this “workgroup”, its competence, rights and obligations, powers was not published either in the local newspaper “Zhytsio Palessya” (organ of the executive committee), either at the site of the Mazyr District Executive Committee”, - the human rights defendant Uladzimir Tselyapun writes in his request and asks to show him the decision of the Mazyr District Executive Committee on formation of this “workgroup”.

Besides, the human rights defendant is interested in the procedure of candidacy consideration for inclusion into the district electoral commissions performed by this “workgroup”.
