In Belarus electoral commissions are being formed with a light speed and without the opposition

Representatives of civil society and opposition parties are not admitted to the sittings of executive committees, where formation of district electoral commissions is on the agenda.
In Pinsk a conjoint sitting of the District Executive Committee and the Presidium of the District Council of Deputies took place on November, 1. The issue of formation of district electoral commissions was under consideration at the sitting. Taking into account the fact that oppositional parties and democratic independent organizations had not managed to offer their people to the region - 70 electoral commissions were formed without discussions and considerations within only 5 minutes.
Byaroza District Executive Committee ignored the direction of three representatives of the Brest Region Council of BNF Party to the sitting of the Byaroza District Executive Committee on formation of district electoral commissions.
The sitting of the District Executive Committee began on November, 1 at 8:15 a.m., at the same time the information about the sitting appeared at the information site of the District Executive Committee, and a request of party’s members to inform them about the time of this electoral event beforehand had been ignored.
The party representatives are intended to file the corresponding appeals for the violation of the Electoral Code.
In Zhodzina after the positive decision of the Chairman of Zhodzina Executive Committee Mikhail Ameliyanchuk on permission given to Aliaksiey Lapitsky to be present at the sitting on formation of Zhodzina Town Commission, a flat denial was received to the analogue request about the possibility to be present during formation of district electoral commissions.
In his negative answer the head of the local vertical alludes to Article 13 of the Electoral Code, which regulates observers’ rights, despite the fact that the human rights defender applied as a voter and a citizen of the Republic of Belarus, “Human Rights Defenders for Free Elections” note.
