Uruchcha residents: What is the point of having these “deputies”?

Residents of the Minsk Pershamaiski district met with the head of the local administration and their “deputy”.

The attempt of a dialogue between the people and local authorities failed, Onliner.by reports.

The meeting was held at 6 p.m. in a tiny aula of the hospital nr 8. While the public recognized administration head Igar Kudrevich, the senior gentlemen in a suit was a complete stranger to them. It turned out it was Ignatsi Misuragin, the “deputy” from the districts Uruchcha and Vayenny Garadok, a powerful man – the chair of the “chamber” commission on national security.

“The law demands that I report to my voters for the job done,” Misuragin said after coming up to the tribune. “In the “chamber of representatives” I chair the security commission, Interior Ministry, KGB, and Defense Ministry. In 2011 we adopted 19 different laws. Each law is the result of work of many specialists…”

Ignatsi Artsiomavich was telling about how ”deputies” eliminated the ”disciplinary battalion” for about ten minutes when the audience couldn’t take more of it.

- Are you making fun of us? - The audience shouted.

- The district hospital is tiny; there is nearly no free space in the district, no parks, no kindergartens. What does the disciplinary battalion have to do with all that? Who are you in the first place, why have we never met you before?

Ignatsi Misuragin disagreed – last year he took part in lots of “meetings with workers”.

- When you were elected you promised to fight with two things – excessive construction in the district and lies. I want a direct reply: why haven’t you kept the word? – Someone asked from the audience.

- I understand the pain of the residents. But you cannot imagine what it is like to build in an open site, how much more expensive it is. And those who have no place to live also come to visit me. – The “deputy” said.

This reply made the audience furious. Ignatsi Misuragin had to admit that he as a “deputy” has no real authority to stop the construction, although he tried.

- But why then do we need you? - The audience was merciless.

Igar Kudrevich came to the tribune. He reported that in Vayenny Garadok the construction of a kindergarten for 230 children will start in the near future. It is scheduled to be completed before the 1 September. Another kindergarten is to be opened in 2014. As for the hospital, it is planned to be constructed in the microdistrict Uskhodni only in 2014 because of the high costs of the project.

Kudrevich admitted that the hospital in Nikifarau Street is overloaded: about 55000 residents are registered there. A part of them (residents of the districts Vozeryshcha and 9th kilometer) will soon be transferred to the hospital nr 27.

As for the main question of the audience, the head of the district administration said that the construction of the dwelling house in Russiyanau Street is legal, which was confirmed by the inspections of the Presidential administration, State Control Committee and the Ministry of Nature. “We have all the data,” he said.

Representative of an initiative group Valantsina Malutsina disagreed; not all relevant institutions have given their reply, Kudrevich is being cunning.

The administration head could not reply to the question about the construction of a casino instead of the food store Belmarket. It was the last drop.

- You travel around in a state car with a driver, get a big salary – and you are incompetent? You are a wrong person for the job, you should be recalled! – This emotional comment of one of the residents was sustained by applauds.

The meeting resulted in nothing. Ignatsi Misuragin was taking notes, while Igar Kudrevich was obviously hurt by the audience’s feedback. The attempt of a dialogue between the people and local authorities failed again.
