A pensioner, 68, has his driver's license suspended. He was also obliged to pay a fine as a result of a fake medical test.

“My name is Mikhail Plyhauka. I was born in 1945. A pensioner. On June 11, 2012, a deputy head of the Dokchytsy police department, lieutenant colonel Dzmitry Shupenka, drove his company car and crashed into my car that was parked on the left side of the road near my house. The road was free, no obstacles were noticed there. He removed my car from the scene of the crash, threatened me with handcuffs and made me move my car to my yard. He called the road police and they drew a car accident diagram under his command. I wasn't allowed to look at the diagram. I was then taken to hospital. I didn't see any documents at hospital. I was ordered to undergo a breath alcohol test. The result was negative. Shupenka was in the doctor's office during the procedure. He ordered to repeat the test again. I insisted on a blood alcohol test, but he forbidden to do it. I was said to go home,” the reader writes.

He stressed that the deputy head of the police department didn't undergo medical tests in his presence. The police report, however, says that he was sober and that he underwent a test at the same time with Mikhail.

“Later, they visited me and bring some documents. I was made to sign them in a half-bent position. On June 23, 2012, I learnt from road police officer major Palachanin that I had been drunk according to test results. I was found guilty on July 21. My driver's license was suspended for three years. I received a fine of 1.9 million rubles. I filed a claim to the Dokshytsy district court,” the reader says.

He adds that the head of the Dokshytsy police department cancelled the ruling on August 16, 2012, and sent the case for re-consideration, because an accident reconstruction hadn't been carried out and the accident diagram was drawn by his subordinate.

“The case wasn't reconsidered. It was sent to the regional road police department. They wanted me to write an appeal that I didn't trust the Dokshytsy police department and didn't want it to investigate the case. I refused, but they did it without my appeal. I sent a complaint to interior minister Shunevich, but it was ignored. I visited Shunevich's office on March 21, 2013. He accepted my appeal and promised that police officers would reconsider the case and carry out an accident reconstruction, the things I asked on June 11, 2012. But nothing has been made so far,” the pensioner says.
