First Homel "Parasite - 2020" Started Fighting Against Commission's Decision

A regional center resident has received another "chain letter".

The so-called parasite commission of the Savetski district of Homel sent a notice to Andrei Kulitski, a 43-year-old resident of the regional center, that there was no information about his employment in the economy. Until January 21, the man is to provide the commission with documents confirming his employment or a difficult life situation, Homel Viasna writes.

Andrei Kulitski is an owner of an apartment and does not rule out that he'll get a "heavier" pay slip in the middle of next month. At the beginning of last year, the same commission included the Homel citizen in the so-called base of "unemployed" and demanded to confirm his employment in the economy. In response, he demanded not only to exclude him from the base of the unemployed in the economy, but also to check the updated Decree No. 3 for compliance with the Constitution.

"By the decision of the commission, you are excluded from the database upon submission of the health authorities (the protocol № 26/1 of 12.02.2019)," - deputy chairman of the city executive committee Vital Atamanchuk wrote then to the "not employed" man.

"I have serious health problems and thought that last year I was excluded from the base of the unemployed forever, but apparently I was wrong. I have received another "chain letter". So, we will demand from them to exclude my data from the parasite database again," - Kulitski says.

Human rights defender Leanid Sudalenka, who last year helped a Homel worker to avoid paying utility bills at economically justified tariffs, claims that although the parasite decree No. 3 is suspended until May 1, 2020, the installment plan has not covered the heating of hot water, for which he has to pay the increased rates literally from January 1, 2020.

"Our legal position remains the same. Everyone pays indirect taxes via consuming goods and services, therefore, participates in the economy. By paying higher rates, the authorities force people to work, excessively interfering in the privacy of particular people and putting them in inequality before the law," - the lawyer believes.

We remind you that the government does not explain how the economically justified tariff for housing and communal services is calculated. Last year, the tariff for heating hot water alone was increased by 5.5 times or 550% to Maryja Tarasenka, who was not employed in the economy according to the authorities.
