Recently, a resident of Pruzhany wrote a letter to the regional executive committee with a request to allow her on certain dates to leave the house and go to the grocery store so as not to get to the ROVD.
A few days ago, a citizen Aleh Kulesha addressed the local head of the district executive committee Yury Bisun with a similar request on a direct line.
The activist decided to call the chairman of the district executive committee after he was taken from the city streets to the regional police department four times in the first decade of December, Aleh Kulesha told tut.by.
"The last time I was told that I was walking around the city in a jacket of an inappropriate color - white-red-white - and I have to come for a conversation," the activist said.
Aleh decided to share his problem with the chairman of the Pruzhany regional executive committee Yury Bisun, who held a direct telephone line on December 12. The recording of the conversation is available in the editorial office of tut.by.
- Hello, - Aleh Kulesha greeted the chairman by phone.
- Hello, - the chairman answered.
- Tell me, where in our district executive committee they issue a permit so that I can use public transport, walk around our square, to a store, and so on? Which office should I contact? Because our police already detained me on all the streets of the city. (…) They bring me to their ROVD, they say they want to talk to me but, in fact, begin to interrogate me. Who else can influence them?
- The prosecutor's office.
- Well, I know that I need to write a complaint to the prosecutor's office. I will definitely write a complaint, but maybe they will give me some paper at the regional executive committee?
- In the district executive committee, such certificates are not issued, and the Constitution is in effect in the Republic of Belarus. If you were unlawfully detained, you may apply to the prosecutor's office with a specific statement against a specific official if there is a violation of your civil rights, - said Yury Bisun.
- So then I will have to write to the entire ROVD: whoever is on duty is involved in detaining.
The activist also asked the chairman how often the townspeople had recently made a similar request to the regional executive committee.
- Nobody applied today. You are the only one, - Yury Bisun answered.
- But in general?
- Well, excuse me. You do not belong to the body to which I should give such information. It does not apply to your life and the provision of your life, so I don't have to report to you.
Earlier, a resident of Pruzhany wrote a letter to the regional executive committee with a request to allow her to leave the house on certain dates to buy groceries. The reason for the appeal was the repeated detentions of activists on the streets of the city for identification. According to the chairman of the local coordinating council, Hanna Baran, four people have already written similar requests to the local authorities.
