Today they are friends, and tomorrow they write reports on each other. The apparatus struggle is like that. The system of selection and placement of personnel is inherited from the Soviet past, but with some peculiarities. The presence of a "folder" for appointment to high positions is elevated to absolute. The thinner the folder, the harder it is to qualify for a high position. The rest are to create the appearance of an alternative and a diversion.

Competence and experience, as we see now, have gone to the last place, giving way to ideological alignment and the loudness of the clicking of heels. Nepotism has not gone anywhere, and this is from that very "sovok."

But in 1996, he decided to change his shoes, supported the constitutional amendments initiated by Lukashenka, and entered the House of Representatives. For that betrayal of the Belarusian people was included in the list of those who are welcome everywhere. The privileges even apply to children. The son works in the administration, and the daughter - in the Minsk city hall.

But, however, they forgot to take from the "sovok" that someone still needs to work, think, make decisions, and be responsible for them (“cadres decide everything”). The results are now evident. The higher the position, the fewer skills and more thoughtless assignments (“there will be an economy - there will be personnel”).
