American analysts have revealed details.

The Kremlin is not sure that Russian troops will be able to win on the battlefield in Ukraine within the next two years. The Russian Federation is experiencing difficulties in preparing for the election campaign to the State Duma in September 2026 due to uncertainty about how the war continues. This was reported by the American Institute for the Study of War in a report dated October 30.

On October 30, the Russian opposition publication Meduza reported that the first deputy head of the presidential administration of the Russian Federation, Sergei Kiriyenko, did not begin to plan the "contours" of the elections to the State Duma in 2026, although this is usually done two years before the elections.

A source close to the Presidential Administration told reporters that the formation of policy in the elections depends on whether the war in Ukraine will continue in 2026. Meduza reported that a source in the leadership of United Russia said that it was unclear whether servicemen or a person who “symbolizes a return to peaceful life”, for example, Prime Minister Mikhail Mishustin, would participate in the election campaign of 2026.

It is noted that the composition of the United Russia list will also depend on the situation on the front line.

“Will there be a military at the top, or one person symbolizing the return to peaceful life, for example, the prime minister,” the publication says.

A political technologist working with the Kremlin and several regional governments has reportedly said that if the war continues during the 2026 election campaign, the Kremlin will need “a force backed by ultra-patriotism,” such as a new political party or a “slightly revamped” Just Russia party.

According to a journalist source, if the war ends, the Kremlin will need "moderate forces".

Just Russia held a congress on October 26 and announced that its new political course would be "patriotic socialism", which the party called necessary during Russia's war in Ukraine.
