Some Belarusian pensioners will probably have to contact notaries shortly. Otherwise, they will not be able to continue to receive state-guaranteed monthly payments. All because of the upcoming innovations in the issues of social services and social benefits, which will enter into force from July 1.
We are talking about the abolition of pension payments through post offices for most pensioners. Those who live in Minsk, cities of regional subordination and district centers will be obliged to receive payments at banks or switch to bank cards, for which it will be necessary to open a basic account.
To do this, the pensioner will need to come to the office of one of the eight Belarusian banks with a passport or other identity document. However, this will not be a feasible task for all older people. Tatsiana Ruskevich, Head of the Main Department of the Payment System and Digital Technologies of the National Bank of Belarus, explained recently what to do for those who almost do not leave home for health reasons or for some other reasons cannot use the remote banking system.
In such cases, the specialist advised to contact a notary. Only this way, an elderly person can issue an official power of attorney, which can prescribe the transfer of the right to open a bank account and receive a bank card for a particular person trusted by a pensioner. By the way, this does not at all give the trustee a right to dispose of funds on the card — it is necessary to issue a separate power of attorney for this.
At the same time, as Ruskevich specified, the notary has the right to issue such a power of attorney right at home from an elderly person, who, for example, is limited in movement, the regional newspaper Gazeta Slonimskaia reported.
In addition, the bank can deliver a card issued through a proxy by mail, and in some financial institutions, according to Ruskevich, the basic account can be issued even at home. However, it was the registration through a notary that the representative of the National Bank called "the most reliable way".
