French authorities have detained Telegram founder Pavel Durov as part of a preliminary investigation into whether the messenger facilitated crimes due to a lack of moderation and a refusal to cooperate with the police, a source in French law enforcement told Reuters.

The investigation is being conducted by the gendarmerie's cybersecurity department and the police's anti-fraud department, the agency's source said.

The secretary of the Office of Minors (OFMIN, under the National Police) Jean-Michel Bernigault wrote on LinkedIn that the case was prompted by “the lack of moderation and cooperation from the platform”, especially in the fight against juvenile crime.

After Durov's arrest, the Telegram team stated that the messenger complies with all EU laws, moderation is constantly being improved, and it is absurd to claim that the platform or its owner are responsible for abuses on it.
