The Kremlin also commented on the frequent visits of the Telegram founder to Russia.

Russian dictator Vladimir Putin and Telegram founder Pavel Durov have never met in person, said the head of state's press secretary Dmitry Peskov, an RBC correspondent reports.

“No, Durov did not have any negotiations with the Kremlin. As for why he visited Russia — he is a citizen of Russia, he moves freely,” the press secretary said.

Moscow did not have any agreements with the Telegram founder, Peskov emphasized.

Durov was detained on the evening of August 24 at Le Bourget Airport in Paris, where he arrived from Azerbaijan. On August 18, Putin arrived in Baku for talks with President Aliyev, where he stayed for two days.

Several Telegram channels wrote that Putin also met with Durov in Baku. According to the Baza Telegram channel, the presidential administration offered Putin a meeting with Durov, but the head of state refused.

In France, Durov was accused of refusing to cooperate with the authorities, complicity in managing an online platform for carrying out illegal transactions, drug trafficking, and fraud as part of an organized group. The businessman was released on bail of €5 million, banned from leaving the country, and required to report to the police twice a week.
