Mass resettlement of citizens from remote regions of the Russian Federation - from Yakutia to Buryatia - is being prepared.
Russia has announced a large-scale program to settle the occupied territories of Ukraine, covering it up with the "return of residents". However, the Kremlin's goal is quite different. This is reported by the Center for National Resistance in Telegram.
Russia has presented an updated migration concept, which provides for "creating conditions for the return of residents of Donbass, Zaporizhzhya and Kherson regions."
But under the guise of returning local residents, the Kremlin is actually preparing a plan for mass resettlement of citizens from remote regions of the Russian Federation - from Yakutia to Buryatia.
In essence, this is about legalizing demographic replacement: the indigenous population of the occupied territories is gradually being forced out, replacing it with "new Russians."
This policy is reminiscent of colonial practices of past centuries, when Moscow used resettlement to consolidate control over conquered lands.
Erasing Ukrainian identity
The official stated goal of the program is "the restoration of regions and the return of normal life."
But experts emphasize that the Kremlin's true intention is to change the ethnic composition of the regions and accelerate their integration into the Russian space.
In practice, this means Russification and the gradual erasure of Ukrainian identity in the occupied territories.
New settlers receive priority in housing, benefits, jobs and material payments, which encourages mass resettlement.
In addition, according to Russian documents, it is these "new residents" who are to become the backbone of administrative structures, police and local government - effectively creating a parallel society under Moscow's full control.

This policy fits into the Kremlin's long-term strategy to change Ukraine's demography. On the one hand, Russia deports Ukrainians from the occupied territories, while on the other, it repopulates them with its own citizens. This creates a basis for consolidating the occupation not only militarily, but also demographically.
According to analysts, the new project is an attempt to revive the model of "development of Siberia," where settlers were used to consolidate the power of the empire. This time, the Kremlin is trying to apply the same methods to the seized Ukrainian lands.
