Preparations for the trial of the Kremlin chief have reached a new level.

Twenty-six out of 27 European Union countries have pledged to become participants in the special tribunal on the crime of Russia's aggression against Ukraine, European diplomacy chief Kaja Kallas announced. "This brings us one step closer to the start of the tribunal's work... Putin's regime started this war and must face the consequences," she emphasized. According to Kallas, Brussels is currently awaiting cost estimates, including from the Netherlands, after which work on the project will continue. About a week ago, the EU allocated 10 million euros for the special tribunal.

Kallas did not specify which state refused to join the initiative. At the same time, the Russian propaganda agency TASS wrote the day before, citing a European diplomatic source, that Hungary and Slovakia, which depend on energy supplies from Russia, decided not to participate in the creation of the special tribunal.

The special tribunal to hold Russian President Vladimir Putin accountable for the war he unleashed was created on June 25. The corresponding agreement was signed by Ukraine and the Council of Europe, a key human rights monitoring body in the region. The instrument is based on the model of the Nuremberg Tribunal, which tried Nazi criminals after World War II.

The UN defines the "crime of aggression" as the use of armed force by a state against the sovereignty, territorial integrity or political independence of another country. The special tribunal will conduct an official investigation, gather evidence and prepare indictments against Russia's top political and military leaders responsible for the invasion of Ukraine.

The Deutsche Welle source reported that the body intends to prosecute at least 20 people, but did not give specific names. Putin, Prime Minister Mikhail Mishustin and Foreign Minister Sergey Lavrov will be tried by the tribunal only after they leave their posts, having lost their immunity. The trial may be in absentia.
