Putin Signs Law Denouncing Plutonium Utilization Treaty With The U.S.

Russia's dictator Vladimir Putin has signed a law denouncing the agreement with the United States on the disposal of plutonium, as well as protocols to it. The corresponding document is published on the portal of legal information.
"Denounce the Agreement between the Government of the Russian Federation and the Government of the United States of America on the disposal of plutonium declared as plutonium no longer necessary for defense purposes, its handling and cooperation in this area," the text of the document says.
The State Duma approved the denunciation of the document on October 8, on October 22 the decision was approved by the Council of Federation.
The parties signed the agreement in 2000, ratified in 2011. According to the text of the opinion, under the denunciation law posted on the website of the Federation Council's Foreign Affairs Committee, the U.S. and Russia pledged to dispose of 34 tons of weapons-grade plutonium left after the reduction of nuclear arsenals.
In 2016, the agreement and protocols were suspended by Putin's decree. The reasons were the imposition of U.S. sanctions against Russia, the U.S. passage of a law supporting Ukraine, NATO's eastward expansion, the U.S. military buildup in Eastern Europe, and the U.S. intention to "change the plutonium disposition procedure spelled out in the agreement" without obtaining Russia's consent.
The Russian side identified the reduction of U.S. military infrastructure in NATO countries that joined the alliance after September 1, 2000, as conditions for the agreement's resumption, from "Moreover, the U.S. has taken a number of new anti-Russian steps that fundamentally change the strategic balance that was in place at the time of the agreement and create additional threats to strategic stability," the document said.
