Russian State Duma Passed A Law On Year-round Conscription Into The Army

Military enlistment offices in the Russian Federation will be able to send out summonses year-round.
The State Duma of the Russian Federation has approved the bill on year-round conscription into the army. On Tuesday, October 28, deputies supported the document, which provides for the conscription of citizens for military service throughout the calendar year, in the third and final reading, writes "Deutsche Welle".
Year-round meetings of draft commissions
The new norm allows military commissions to organize year-round medical examination of conscripts, arrange psychological screening and hold meetings of the draft commission. Subpoenas will be sent out throughout the year. At the same time, as before, sending to the place of service will be carried out twice a year, in the periods from April 1 to July 15 and from October 1 to December 31.
At the second reading of the bill, an amendment was added to the bill, according to which a conscript must appear at the military commission within no more than 30 days after the electronic summons is placed in the state Register of summonses. Currently, electronic summonses have an unlimited validity period.
The law on year-round conscription in Russia will come into force in January 2026
The explanatory note to the bill states that it is designed to "evenly distribute the load on recruitment centers and improve the quality of conscription of citizens for military service." Chairman of the Duma Committee on Defense Andrey Kartapolov said that military commissions will now not have to work "in the mode of a scalded cat."
The first reading of the bill was adopted in late September, in the second - in mid-October.
It is expected that the law, after passing all the votes and signing, will come into force on January 1, 2026.
After the beginning of the full-scale invasion of Ukraine by the Russian Federation, Russia has been systematically tightening the rules of conscription into the army: in particular, a unified register of persons liable for military service was created and electronic summonses were introduced.
