It's being prepared by the EU.
The European Union may give Ukraine a "Christmas present" if it agrees to a "reparation loan" at the expense of frozen Russian assets.
As RBC-Ukraine reports, Dutch Foreign Minister David van Wiel said this at a meeting with Ukrainian President Vladimir Zelensky.
He noted that the Netherlands supports the idea of using frozen assets to provide Ukraine with a loan. Such money is badly needed to ease the burden on the Ukrainian budget, and a "reparation loan" is ideal for such a purpose. Now the EU needs to consider legal and financial issues.
Van Wiel pointed out that Belgium, which holds the largest share of Russia's frozen assets, wants guarantees that the West will act collectively. This requires the support not only of Europe but also of the G7.
"But given everything that still needs to be worked out, I hope we can reach an agreement on this issue. Will it be before Christmas - I love Christmas presents, so I hope so," he added.
