Russian Foreign Ministry spokeswoman Maria Zakharova bought a 151-square-meter apartment in a profitable house on Bolshaya Dmitrovka in the center of Moscow in December 2022 - according to documents, the transaction was for 100,450,938 rubles, Explainer with reference to internal Rosreestr extracts, data obtained from leaked bank and tax databases, and open sources.
According to Explainer, the apartment in question is on the fifth (top) floor of the Revenue House of the Moscow Partnership of Mortgage Loans - an architectural monument of federal significance, located opposite the building of the Prosecutor General's Office of the Russian Federation. The market value of similar apartments in this house the publication estimates approximately 160 million rubles.
According to the extract from Rosreestr, which Explainer received, December 28, 2022, the buyer of the apartment was listed as "Russian Federation". Then, on April 12, 2023, a record of a "gift" of the property appeared in the registry - again to the "Russian Federation." Internal documents consulted by the publication link the purchase and subsequent correspondence of the apartment with the Zakharov family: the papers list Maria Zakharova herself as the buyer in December 2022, and in October 2023 the apartment was registered to her father, Vladimir Zakharov, who previously worked in the Foreign Ministry (from 1980 to 2014).
At the same time, Maria Zakharova's official income would not be enough for such a purchase. The publication cites data obtained from leaks from the Federal Tax Service and other sources, according to which in the Foreign Ministry Zakharova receives monthly from 500 to 800 thousand rubles, and the total income in 2024 in the department amounted to about 6 million rubles. In addition, in 2024, according to the publication, she received 1.3 million rubles at the Diplomatic Academy of the Foreign Ministry, where she heads a department, and more than 3 million rubles from the Rossiya Segodnya news agency. Since the beginning of 2025, Explainer claims, she has been paid another 1.6 million rubles in the structure of the media group. The publication also cites payments from the Russian Copyright Society - "from 100,000 to 300,000 rubles monthly" - which may be related to copyrights on lyrics and poems, including those used in songs by some Russian performers.
Explainer notes that Zakharova is exempt from the obligation to declare property. This exemption was granted to her by the order of Foreign Minister Sergey Lavrov of June 2014, which defined the list of employees subject to declaration - Zakharova is not on this list.
The material also talks about family assets: according to leaked bank data, Maria Zakharova's father's account in Sberbank for 2024 included more than 70 million rubles. Explainer also names the name of the Foreign Ministry speaker's spouse - Andrey Makhrov - and points to his work in companies that received government contracts. For example, the firm North-West, where, according to the Federal Tax Service, Makhrov is listed as deputy general director for marketing, received contracts worth hundreds of millions of rubles last year.
