(Updated) Kiev called it "capitulation."
US President Donald Trump's special envoy Steve Whitkoff was supposed to meet with Ukrainian President Vladimir Zelensky in Ankara on Wednesday, November 19, but the meeting was postponed. About it writes Axios, referring to the American official.
As the material says, Whitkoff was to hold a trilateral meeting with Zelensky and Turkish Foreign Minister Hakan Fidan on November 19 at the peace initiative of the American president.
According to the Financial Times, according to Ukrainian officials, the plan drawn up by the US and Russia is fully in line with the Kremlin's maximalist demands and that it will not be implemented in Ukraine without significant changes.
An Axios interlocutor said that Zelensky had come to Ankara with another plan drawn up with European partners, which, according to the source, "Russia will never accept." Also, the Ukrainian president insists on discussing the terms of the ceasefire and peace in a wider format - with representatives of the EU.
We recall that on the eve of the meeting between Zelensky and Whitkoff that never took place, the world media, citing sources in the negotiation process, named the main provisions of the draft document.
Axios reported that it was developed in the United States in secret, but in consultation with Russia, and contains 28 points on four thematic blocks: "peace in Ukraine," "security guarantees," "security in Europe" and "future U.S. relations with Russia and Ukraine."
Kiev, according to the sources, is required to cede Donbass, including the territories under its control, and reduce the number of armed forces by half. The U.S. pledges for itself and European allies to formally recognize Crimea and Donbass as Russian. The proposal also includes Ukraine giving up key weapons and cutting off U.S. military aid, as well as recognizing Russian as an official language and returning official status to the Ukrainian Orthodox Church (UOC). The front line in the Zaporizhzhya and Kherson regions is proposed to be frozen with the prospect of Russia handing over some as yet unspecified territories to Ukraine.
In exchange for all these concessions, the U.S. offers security guarantees to Ukraine and Europe, but what these are is unclear.
"Ukraine and its supporters will see these as huge concessions to Russia. From the White House's point of view, according to a U.S. official, if the war continues, Ukraine will lose this territory anyway, and therefore it is in its interest to reach an agreement immediately," Axios wrote.
