The discussion of the US peace plan on Ukraine has caused great anxiety and irritation in European countries. In Berlin, the details of the plan were learned not directly from Washington, but through the American media, and it was interpreted as a provocation, writes Der Spiegel citing sources.

German Foreign Minister Johann Wadeful has already requested clarification from U.S. special envoy Steve Whitkoff, while Chancellor Friedrich Merz and other leaders are trying to establish a direct dialog with the White House on the issue.

The 28-point plan presented by the US suggests recognizing Crimea, Donetsk and Lugansk as Russian territories, Ukraine's refusal to join NATO, and limiting the country's armed forces to 600,000 men.

If the 28-point document is adopted, the winners would be the US and Russia, while the losers would be Ukraine and the Europeans, who have not yet sat down at the negotiating table, the material says. The White House argues that the US negotiated with both Russia and Ukraine during the drafting process and that the terms of the conflict settlement should be acceptable to both sides.

The chairman of the Bundestag's defense committee, Marie-Agnes Strack-Zimmermann, said the US plan only allows Moscow to buy time. "This is nothing but a 'dictatorial peace,'" he said.

Kiev and European partners France, Germany and Britain are preparing an alternative peace plan for Ukraine in response to the U.S. proposal, Reuters learned earlier. They want to use the current line of contact as a basis for negotiations, while Trump's plan calls for territorial changes.

German Chancellor Friedrich Merz, French President Emmanuel Macron, British Prime Minister Keir Starmer and Ukrainian leader Zelensky had a telephone conversation today, November 21. The European leaders plan to meet on the sidelines of the G20 summit in Johannesburg on Saturday, November 22, to prepare a counter-proposal that they believe will be more favorable to Kiev.
