"Kadyrbek Atambayev, former head of the state security service of the State Committee for National Security (GKNB) Damir Musakeyev, leader of the Social Democrats political party Temirlan Sultanbekov have been detained. former members of the Kyrgyz parliament Shailobek Atazov and Kubanychbek Kadyrov," the Kyrgyz Interior Ministry's press service said in a statement published on Sunday, November 23.

According to the Interior Ministry's statement, all five detainees planned "to initiate a series of rallies after the results of the parliamentary elections in an attempt to create the appearance of mass discontent". In particular, according to the agency, the detainees were going to put forward "anti-constitutional demands" and make "attempts to seize administrative buildings, TV channels, facilities of law enforcement agencies, weapons and penitentiary system institutions". These actions were to be accompanied by "criminal elements," the Interior Ministry said.

"During the searches, weapons, ammunition, grenades, communications equipment, financing documents, action plans, drugs, and 150,000 dollars in cash were seized," the agency's press service in Bishkek wrote. The detainees have been charged under the article "Preparing to organize mass riots" of the country's Criminal Code.

The early parliamentary elections in Kyrgyzstan will be held on November 30. They were scheduled for November 2026, but on September 25, the deputies voluntarily resigned.

A few hours after the arrest, the Pervomaisky District Court of Bishkek satisfied the request of the investigation and ruled to arrest Temirlan Sultanbekov until January 17. Together with him, Ermek Ermatov and Urmat Askarbekov, detained earlier, will be sent to the pre-trial detention center, reports 24.KG.

It is noted that other detainees - Kadyrbek Atambaev, Damir Musakeev, Shailobek Atazov and Kubanychbek Kadyrov - were also taken to the same court. The investigation is requesting their arrest as well, local media reports.

The wife and son of former president Atambayev were summoned for questioning at the Kyrgyz Foreign Ministry on November 22. On the same day, the country's law enforcement agencies conducted searches as part of the mass riots case. According to local media, the former head of the State Service for Combating Economic Crimes Syymyk Zhapykeev was also detained.

The searches also took place at the homes of former MPs Kubanychbek Kadyrov and Shailobek Atazov. Aliya Shagiev, daughter of the former head of state, described what was happening as "political persecution, violation of human rights, violation of freedom of speech."

In mid-September, a court in Bishkek sentenced two former employees of the independent news portal Kloop to 5 years in prison, finding them guilty under the article on calls for mass disorder. In addition, the two accountants each received 3 years of probation (Supervision instead of imprisonment. - Ed.).

The prosecution version is that the defendants were involved in the distribution and publication of materials created jointly with investigative journalist Bolot Temirov. The joint investigations allegedly contained "inaccurate information and unfounded criticism of the country's leadership." The defendants claimed that their confessions were made under pressure from the authorities.
