They will be used in case Russia attacks NATO.
The Swedish Armed Forces have warned that the military threat from Russia will grow in the next five years. Therefore, Sweden is considering the acquisition of cruise and ballistic missiles with a range of up to 2,000 kilometers, which can reach objects deep inside the Russian Federation (from Stockholm to Moscow is about 1,200 kilometers). This is stated in a memo submitted to the government, according to SVT.
The Chief of Staff of the Armed Forces Karl-Johan Edström explained that such missiles could be used if Russia attacks NATO and Article 5 on collective defense is activated. Then strikes on Russian control centers, surveillance systems and critical infrastructure should prevent further offensive by the Russian army.
The report suggests that part of the defense budget (1.5 percent of GDP) should be allocated to modernizing and strengthening the military infrastructure. This is necessary for Sweden to fully fulfill the role of NATO's rear base. According to Edström, it is about developing "total defense" capabilities - an integrated system that supports the common military objectives of the country and the alliance.
Ukrainian President Vladimir Zelensky and Swedish Prime Minister Ulf Kristersson signed a letter of intent in October 2025, envisaging the sale of up to 150 Swedish fighter jets. Swedish defense concern Saab intends to significantly expand the production of Gripen fighter jets for their delivery to Ukraine. For this purpose, it will have to almost double its production capacity. It is also discussing the development of production at the expense of a new Ukrainian assembly plant, Saab CEO Mikael Johansson told the Financial Times. At the new plant, he suggested producing individual components and final assembly, as well as testing the Gripen.
