Vladimir Putin has promoted FSB officer Alexander Samofal, whom investigators link to the poisoning operations of Alexei Navalny and Vladimir Kara-Murza, to the rank of major general. According to "Important Stories", his surname, new rank and position - deputy chief of the FSB in Moscow and the Moscow region - appear in the criminal case file of Dozhd journalist Valeria Ratnikova.

Before his appointment to the leadership of the Moscow department, Samofal served as an operative of the Second Service of the FSB. It was employees of this unit, according to the Dossier center, who participated in special operations against Russian opposition politicians. The investigation noted that Samofal was part of the group that is linked to the organization of the first attempt to poison Alexei Navalny in 2017 - during the trial of the Kirovles case.

Also, as found by the investigators of the center "Dossier", Samofal together with other FSB officers conducted surveillance of Vladimir Kara-Murza in 2015 - during the period when he survived the first poisoning. The investigation materials emphasized that he was "the only known operative of the poisoning group who had two cover passports." Samofal has been on the EU sanctions lists since 2023.
