A recording of Dmitriev's conversation with Putin's aide Ushakov has been published.

Russian Presidential Special Envoy for Economic Cooperation with Foreign Countries Kirill Dmitriev may have conveyed to U.S. Presidential Special Envoy Steve Whitkoff Russian demands for ending the war in Ukraine, which were then presented as Donald Trump's peace plan. This follows a recording of a phone conversation between Dmitriev and Russian presidential aide Yuri Ushakov, the transcript of which was published by Bloomberg.

In the course of the conversation, which took place on October 29, Dmitriev offered to "informally" hand over to the American side a version of the peace plan prepared in the Kremlin. "It seems to me, here is this paper, just we will do as if in our position and I will just informally directly transfer [it] <�...>. And let them do as their own," Dmitriev said. Ushakov expressed misgivings about such a scheme. He noted that Whitkoff, to whom the document was supposed to be handed over, could "twist everything" and then claim that the changes had been coordinated with Moscow. In response, Dmitriev assured Ushakov that he would ask Whitkoff to keep the wording "word for word" and that everything would be done "neatly." He also added that Ushakov could personally discuss the document with Trump's special envoy.

The Guardian previously conducted a linguistic examination of the US President's peace plan and found that the text contains turns that are not typical for native English speakers. In particular, the document was full of passive grammatical constructions, which are characteristic features of the Russian official business style. According to Politico, State Department chief Marco Rubio also noted in a conversation with a group of U.S. senators that the U.S. peace plan was actually a Russian proposal. However, Rubio later wrote on social network X that the document had been drafted by the U.S. administration after all.
