The day before the mode of operation of the Internet on the "white lists" de facto introduced in Belgorod and Rostov regions. Local residents were left only access to the service "VKontakte", messenger Max, and also partially "Yandex". Access to Google was completely blocked.

In total, according to the calculations of the project "Na svyazi", as of November 26, 56 Russian regions were affected by mobile Internet outages. In 46 subjects together with the shutdowns "white lists" are applied.

The RF Ministry of Digitization announced their introduction in early September. The authorized services included Gosuslugi, VKontakte, Odnoklassniki, Mail.ru, the national messenger Max, Yandex services, marketplaces Ozon and Wildberries, Avito service, Zen, video hosting Rutube, the official site of the payment system "Mir", the sites of the government and the presidential administration of the Russian Federation.

In November, the "white lists" were expanded. The sites of state bodies (State Duma, federal ministries, services and agencies, state information systems, the Prosecutor General's Office, regional governments), sites of Russian Post, Alfa-Bank, and the state system of digital labeling of goods "Honest Mark" were added.

The "white list" includes Komsomolskaya Pravda, RBC, Gazeta.ru, Lenta.ru. It also includes Rambler, the website of Russian Railways and the travel portal "Tutu.ru", the navigator 2GIS, cab "Maxim", as well as the weather forecast website Gismeteo, the press service of the Ministry of Digitization reported.
