The Hungarian prime minister's upcoming trip to Moscow is raising questions among EU and NATO partners as it is being prepared in an expanded format and accompanied by discussions on energy and nuclear topics important to Budapest.

Preparations for the visit and the composition of the delegation
The Hungarian head of government plans to visit Moscow on November 28, with a large delegation preparing the visit.
Hungarian Foreign Minister Peter Szijjarto, Construction and Transport Minister Janos Lazar and National Security Adviser Marcel Biro are expected to travel with him.
This trip has not been pre-arranged with either NATO allies or the European Union, and the likelihood of a U.S. notification is also questionable.
At the same time, European diplomatic circles believe that the meeting could be part of a regular practice of contacts with the Kremlin.
The key focus of the talks was announced to be energy issues. They have become especially relevant against the background of the US decision to grant Hungary a one-year exemption from sanctions restrictions related to Russian oil and gas.
The visit will include discussion of further supplies of energy resources and possible changes in the schemes of their passage.
Nuclear projects and possible deals
A separate block will be nuclear energy issues. In particular, it is planned to touch upon Westinghouse's participation in the Paks plant construction project as a fuel supplier.

Another topic will be the consideration of a possible deal under which the Hungarian company MOL may acquire Gazprom's stake in the Serbian NIS, which would reduce the risks of falling under US sanctions.
Political context
Sources say the visit could be pitched as an attempt to revive the idea of a short-term "peace summit" in Budapest with Trump and Putin.
The day before, Vladimir Putin said Moscow and Budapest were discussing a possible visit by the Hungarian prime minister.
