New Secret Directives Approved For Ukrainian Delegation At U.S. Talks

Secretary of the National Security and Defense Council of Ukraine Rustem Umerov has been appointed as the head of the Ukrainian delegation that went to the United States to negotiate the peace plan. This is stated in the updated decree of the Ukrainian president No. 869/2025 of November 28.
The head of the Main Intelligence Directorate Kirill Budanov is also part of the delegation, which means he can participate in one or another of the negotiations.
The updated composition of Ukraine's delegation to participate in the negotiation process with the United States and other international partners of Ukraine, as well as with representatives of the Russian Federation to achieve peace includes:
Rustem Umerov - Secretary of the National Security and Defense Council, head of the delegation
Alexander Bevz - Advisor to the Cabinet of the President of Ukraine
Kyril Budanov - Head of the Main Intelligence Directorate of the Ministry of Defense
Andrey Gnatov - Chief of the General Staff of the Armed Forces of Ukraine
Oleh Ivashchenko - Chairman of the Foreign Intelligence Service of Ukraine
Sergey Kislitsa - First Deputy Minister of Foreign Affairs
Evgeniy Ostryansky - First Deputy Secretary of the National Security and Defense Council
Alexandr Poklad - Deputy Chairman of the Security Service
Vadym Skibitsky - Deputy Head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine.
The Ukrainian president's decree No 135/2025-rp also approved new secret directives for the Ukrainian delegation.
"to approve new directives for the Ukrainian delegation to participate in the negotiation process with the United States of America and other international partners of Ukraine, as well as with representatives of the Russian Federation to achieve a just and sustainable peace (attached, secret)," the statement said.
