Details from reporters.
The new version of the US peace plan regarding Ukraine consists of four documents. One of them is a 20-point agreement between Ukraine, the Russian Federation, the USA and the European Union. According to ZN.UA, which has seen the new version, unlike the previous 28-point plan, the new version does not provide for international recognition of the demilitarized zone in Donetsk Region as part of Russia's and a ban on Ukraine joining NATO.
At the same time, according to the newspaper, only one of the truly principled "non-Ukrainian" proposals from the new U.S. plan has disappeared from the new plan, which concerns amnesty for actions during the war for both sides. In general, according to ZN.UA, Washington's peace plan consists of four documents:
agreement between Ukraine, Russia, the United States and Europe (20 points);
framework assurances on security for Ukraine (three points);
U.S. commitments on NATO (four points);
agreement between Russia and the United States (12 points).
The journalists call the issue of territories the most problematic issue of the peace agreement.
The new version of the plan specifies the size of the "neutral demilitarized buffer zone" in Donetsk region - it will be 30%. The previous 28-point plan proposed international recognition of this zone as "Russian territory," but there is no such clause in the new document. Ukrainian and Russian troops will be located behind the administrative border, which still needs to be defined, and will not enter the demilitarized zone. However, it is not clear who will guarantee the absence of FSB forces there. As for the Zaporizhzhya and Kherson regions, the new plan, like the previous one, proposes to "freeze" the situation and actually recognize the current front line. Also, Russia should leave other territories it controls outside the five specified regions of Ukraine.
A positive point for Ukraine is that the new version of the document does not provide for a ban on Ukraine's accession to NATO - in the Constitution of Ukraine and the main documents of the bloc, respectively.
Another difference between the new version of the peace plan and the previous one is the size of the Armed Forces of Ukraine: now in peacetime the country will be allowed to have up to 800,000 military instead of 600,000.
In the new "20-point" plan for the Ukrainian Armed Forces. They should be provided by the signatories of the document - the USA, NATO and European countries.
According to the document, Ukraine will become a member of the EU by January 1, 2027, but the EU's position on this point of the peace plan is still unknown.
