The U.S. aims to reach a peace agreement on Ukraine by the end of the year.

U.S. Special Representative Steve Whitkoff will meet with European leaders and Ukrainian President Vladimir Zelensky in Berlin this weekend to negotiate a peace plan, writes The Wall Street Journal, citing its sources. The meeting is crucial as the White House seeks a deal to end the war with Russia by the end of the year.

The Journal writes that the decision to send Whitkoff, who led the U.S. peace plan talks with Ukraine and Russia, to the meeting underscores U.S. efforts to narrow the differences between Kiev and Washington over the terms of the peace plan. He will also meet with his counterparts from France, Britain and Germany on Sunday and Monday.

The WSJ's sources said French President Emmanuel Macron, British Prime Minister Keir Starmer and German Chancellor Friedrich Merz will attend the meeting, along with various aides from their countries dealing with Ukraine.

The White House had previously said President Trump would only send an official to the meeting if he felt sufficient progress had been made in the peace talks, with spokeswoman Caroline Leavitt noting that he was "tired of meetings for the sake of meetings."

At the same time, European leaders had initially hoped to organize a meeting with Trump in Europe this weekend to discuss their proposed changes to the U.S. plan.

The meeting comes amid a recent response by Ukraine and its allies to Trump's proposed peace plan. According to WSJ sources, serious points of contention remain, especially over Ukrainian territory that Moscow wants to seize and Kiev refuses to concede unilaterally.
