Ukraine has ruled out ceding the Donbass territories under its control to Russia in a 20-point counterproposal peace plan handed to the Americans on December 10, two senior European officials and a former U.S. administration official told The New York Times.
The sources said Kiev also rejected a waiver to join NATO, citing the need to preserve the alliance's "open door policy." In addition, the counter-proposal contains a demand for the US and Europe to provide legal defense guarantees to avoid a new Russian attack.
The publication's sources explained that Ukraine removed those points in the US plan that "crossed its red lines." Settlement discussions will continue when President Vladimir Zelensky and European leaders meet with U.S. negotiators Steve Whitkoff and Jared Kushner in Berlin on Dec. 15.
