Europe Presents Security Guarantee Plan For Ukraine

European leaders have unveiled a security guarantee plan for Ukraine. It, in particular, provides for the protection of skies and shipping.

The joint statement, which presents the plan, signed:
German Chancellor Friedrich Merz;
Danish Prime Minister Mette Frederiksen;
Finnish President Alexander Stubb;
French President Emmanuel Macron;
Italian Prime Minister Giorgia Meloni;
Dutch Prime Minister Dick Schof;
Norwegian Prime Minister Jonas Gahr Støre;
Prime Minister of Poland Donald Tusk;
Swedish Prime Minister Ulf Kristersson;
British Prime Minister Keir Starmer;
European Council President António Costa;
European Commission chief Ursula von der Leyen.
They said they welcomed significant progress in U.S. President Donald Trump's efforts to secure a just and lasting peace in Ukraine. They also agreed to work with Trump and Ukrainian President Volodymyr Zelensky to achieve sustainable peace.
"The leaders agreed that ensuring Ukraine's security, sovereignty and prosperity is an integral part of broad Euro-Atlantic security. They made clear that Ukraine and its people deserve a prosperous, independent and sovereign future, free from fear of possible future Russian aggression," the statement said.
"Therefore, both Europe and the United States committed to work together to provide Ukraine with strong security guarantees. This includes:
The military should remain at a level of up to 800,000 troops in peacetime to deter aggression and defend territory.
Forged as part of a "coalition of the determined" with U.S. support - to rebuild Ukraine's forces, protect the skies and maritime security, with possible action inside Ukraine.
U.S.-led monitoring with international participation - to provide early warning of attacks, record violations and respond to them.
In the event of a new attack, a duty to respond with military, intelligence, economic and diplomatic means.
Financing reconstruction, trade deals and compensation for losses by Russia. Russian assets in the EU remain frozen.
The leaders pledged strong support for Ukraine's accession to the European Union.
